ESPN’s Total Quarterback Rating system values each quarterback QB on all play types on a 0-100 scale, adjusted for the strength of opposing defenses faced. QBR is based on the expected points added or lost on plays with pass attempts, through rushes, sacks, penalties, and action plays. A QB must play in a minimum of 20 action plays per team game. So running quarterbacks are rated on equal footing with pocket passers. What fascinates me is that with few exceptions, winning teams have top rated quarterbacks. Teams that are struggling have lower rated signal callers.
